Congressman Eric Massa (D), who represents Rochester, was an early opponent of the plan and claimed victory Thursday. “We’re delighted that commonsense prevailed,” Massa said, calling the cancellation a “true grassroots victory.”

TWC – The Register: Public rejects Time Warner metered-bandwidth tests
After facing a surge of complaints from customers, Time Warner has decided to delay the rollout in both Texas cities until October. Presumably, a few months will make bandwidth caps easier to swallow.

TWC – In Rochester NY, Local Company Tells Time Warner Cable to METER THIS MOFO!
By charging by the gigabyte, the cable company said it hoped to shift the cost of providing Internet service, and the cost of upgrading the network, from those who use the Internet the least to those who use it the most. All ISPs find a small percentage of Internet users consuming most of the bandwidth, usually by downloading or watching movies.
