After facing a surge of complaints from customers, Time Warner has decided to delay the rollout in both Texas cities until October. Presumably, a few months will make bandwidth caps easier to swallow.

On Friday, freshman Congressman Eric Massa (D-NY) pledged to introduce a bill called the “Broadband Internet Fairness Act” that would, in his words, “prevent job killing broadband internet downloading caps.”
